Japan¡¯s next National Health Promotion Plan: Final evaluation results of ¡ºHealth Japan 21(the 2nd term)¡» and main contents of ¡ºHealth Japan 21(the 3rd term)¡»

Abstract
Objectives: This study analyzed the final evaluation report of the second term of ¡°Health Japan 21¡± alongside the critical aspects of the third term, ¡°Health Japan 21¡±, while exploring their potential implications.

Results: Since its launch in 2000, ¡°Health Japan 21¡± has continuously increased healthy life expectancy through achievements in establishing a legal framework for health promotion, implementing diverse health projects, and leveraging the latest technologies. Nevertheless, despite progress, risk factors related to lifestyle diseases are worsening steadily, and health equity indicators are not demonstrating improvement. Based on these achievements and limitations, the third term of ¡°Health Japan 21¡± will prioritize the vision of ¡°Realization of a sustainable society where all citizens can live healthy and enriched lives.¡± It will emphasize the principles of inclusion and effective implementation as guiding factors. The improvements in the new plan can be outlined as bolstering health equity, improving the quality of the social environment conducive to health, and strengthening execution through cooperation and leveraging new technology.

Conclusion: Korea has already been promoting the 5th National Health Plan (HP2030) by reflecting these changes in the social environment. Nonetheless, there is a need to derive new policy tasks from the perspective of inclusion and implementation in the future.
